LOUISIANA, 97 TO NOTHING — AND IT STARTS TODAY

CRESTING·DAY 1 ON THE BOARD·NO CLAIM FILED

Act 956 takes effect TODAY. Louisiana now has a Psychedelic-Assisted Therapy Initiative sitting inside the Department of Health's Office of Behavioral Health, running clinical research into opioid use disorder, co-occurring substance use disorders and treatment-resistant neurological and mental health conditions — using psilocybin, ibogaine and MDMA.

AS REPORTED

Read the vote before you read anything else. Thirty-seven to zero in the Senate. NINETY-SEVEN TO NOTHING in the House. Not one legislator in the state of Louisiana stood up to oppose a psychedelic therapy programme. And the funding is the part that should stop you: it draws primarily on Louisiana's opioid settlement fund — roughly $600 million, much of it still unallocated. The money extracted from the companies that built the opioid crisis is now paying for iboga to treat it.

THE READ

The psychedelic story has left the coasts and it is not coming back. This is not a wellness constituency, it is a public-health emergency response, and that is why it passes unanimously in Louisiana when it would still be a fight in California. If you are modelling where this goes, stop watching Oregon and start watching the Gulf. And note the funding mechanism specifically — opioid settlement money is the largest uncommitted public health pot in America and it has just found a use nobody predicted five years ago.

IT IS A BLOC NOW — TEXAS, MISSISSIPPI, GEORGIA

CRESTING·DAY 1 ON THE BOARD·NO CLAIM FILED

Louisiana is not an outlier, it is the fourth data point. Texas put $50 million behind FDA-directed ibogaine trials for opioid use disorder, PTSD and traumatic brain injury through a public-private partnership. Mississippi took the Texas template and moved its own legislation through by February. Georgia went a different route entirely — rather than funding trials it told its Medical Board to write the regulatory rules for psychedelic-assisted therapy CLINICS by December 2026, with licensure requirements landing July 1st 2027.

AS REPORTED1 para

That last one is the tell. Texas and Louisiana are funding research. Georgia is building the licensing regime for the businesses that come after the research.

THE READ1 para

Four Southern states, three distinct strategies — fund the trials, copy the funder, or regulate the industry before it arrives. That is not a trend, that is a region coordinating by imitation. Georgia's licensure date, July 2027, is the first hard commercial deadline anyone has set for psychedelic clinics in the US. Put it in the calendar; it is the date this stops being research and starts being an industry with premises.

COLORADO ADDS IBOGAINE TO THE PROGRAMME

BUBBLING·DAY 1 ON THE BOARD·NO CLAIM FILED

HB26-1325, signed June 4th, effective August 12th: an ibogaine research pilot of up to five sites inside Colorado's Behavioral Health Administration, plus rulemaking authority to fold ibogaine into the state's existing regulated natural medicine programme. Colorado already had the psilocybin infrastructure. It is now bolting the hardest, most medically demanding molecule in the pharmacopoeia onto a system that already works.

THE READ1 para

The significant word is REGULATED — Colorado is not starting a research programme from nothing, it is extending a live consumer-facing system. That is a much shorter path to real-world access than a clinical trial, and it makes Colorado the state to watch for what supervised ibogaine actually looks like in practice rather than on paper.

THE DINÉ OBJECTION — UP, AND NOW THE CONTRAST IS THE STORY

UNDERGROUND·DAY 5 ON THE BOARD·NO CLAIM FILED

Fifth day tracking, still nothing outside the specialist press — but I am nudging it UP today because the contrast has become the point. In the space of one summer: Texas commits $50m, Louisiana passes a programme 97 to nothing, Colorado bolts ibogaine onto a live consumer system, Georgia schedules licensure for 2027. The legal machinery is moving at a speed nobody would have predicted.

AS REPORTED1 para

And the Teesto Chapter's formal request that the DEA deny Benuvia's mescaline manufacturing application — filed over a failure to consult the Navajo Nation, the National Congress of American Indians or the Native American Church — has produced no coverage at all in the same period.

THE READ1 para

Everything gets fast-tracked except the consent question. That gap is the single most predictable source of reputational damage in this sector, and it is being left open in public while four states build the industry around it. If you touch this space in any capacity, the Diné objection is the thing you should be able to speak to, precisely because nobody else is.

DEKMANTEL CLOSES TOMORROW

CRESTING·DAY 1 ON THE BOARD·NO CLAIM FILED

Final day tomorrow in the Amsterdamse Bos. Thirty-six hours across three days, 160-plus artists, Underground Resistance with Saul Williams three days after UR's own ambassador died in Detroit. Nudging DOWN one point — not because it underperformed but because a festival that ends tomorrow stops being a live signal and starts being a thing that happened.

THE READ1 para

Unchanged read, now with a closing date: the festival expands while the permanent rooms shut. Watch the post-mortems over the next week — what the reviews single out is a decent proxy for what the European season decides mattered.

86 NEW CLOSES 2 August. Score DOWN 1 as it transitions from live event to retrospective.

THE AUGUST MAP — WHERE THE SEASON GOES NEXT

BUBBLING·DAY 1 ON THE BOARD·NO CLAIM FILED

RA's August festival list is the closest thing the calendar has to a forward map: Dimensions, Houghton, Field Maneuvers, Honcho Campout, Maiden Voyage, Crx. Houghton is the one with the most riding on it — a UK festival with a devoted following and a history of weather-related cancellation that the scene treats as a recurring trauma.

THE READ1 para

Useful as a scheduling instrument rather than a taste signal. If you need to know where the European and US underground physically IS in the next four weeks, that is the list. Honcho Campout in particular is worth knowing about — queer, camping-based, and culturally distinct from the big-field circuit.

BERLIN CSD — ONE WEEK ON, HELD AT 92

CRESTING·DAY 2 ON THE BOARD·NO CLAIM FILED

A week since the van and the machete in the Tiergarten. One woman dead, twenty-nine injured, the attacker shot by police the following day. Holding at 92 — the highest score on the board and it stays there. The Club Commission spoke as a community rather than a trade body, and ten thousand people came to a rally registered for six hundred.

THE READ1 para

Unchanged and worth repeating: Berlin's club culture is constitutively queer, not incidentally so. The response last week is the reference point for what this scene does under attack.

JOHN 'JAMMIN' COLLINS — HELD AT 90

CRESTING·DAY 2 ON THE BOARD·NO CLAIM FILED

Holding. Detroit's ambassador, the man who guided visitors through Exhibit 3000 and told them what it was actually like. The tributes are still landing across Detroit media.

THE READ1 para

Unchanged and still the most actionable thing on this board: the oral layer of Detroit techno is closing. Go get the stories from the people who were there, on the record, while they are still being told first-hand.

Holding. Fifty years old, found at home in Paris. 'Nightcall' still doing what it has done since 2011, which is define what a certain kind of night looks like to anyone who has seen Drive.

THE READ

Amsterdam's TILLATEC still closing, final event November. Holding — and it reads sharpest this weekend, with Dekmantel finishing in the same city tomorrow. The festival packs up and leaves. The room packs up and does not come back.

THE READ

Unchanged: the permanent venue is the endangered thing, not electronic music. Watch what takes the De School address.

11ELI LILLY / ATAI-BECKLEY — HELD AT COOKEDCOOKED5NO CLAIM FILED91— 0
THE FULL ENTRY

Fifth day held. Up to $3.8bn, banked. Worth restating today only because of the contrast: while the federal story is a pharma acquisition, the state story is Louisiana voting 97 to nothing and paying for it with settlement money. Two completely different machines building the same industry.

THE READ

Unchanged as a read, sharpened by context: the money and the legitimacy are arriving through separate doors — one corporate, one public-health. They will meet, and the terms of that meeting are what the September FDA hearing is actually about.

The graveyard

7 RULED COOKED

Signals this desk called live and then called over, with the dates of both readings. Nothing reaches this list by fading out: a stone requires a stage that actually changed in a published issue. Where no cause is given, none was written at the time — a cause of death composed now, for something that died in June, would be a story fitted to an outcome already known.

Gone quiet

28 SILENT

This is a fact about this publication, not about culture. These are stories the board carried at least 3 times and has not mentioned for 10 days or more. That happens when a story ends, when it moves somewhere this desk is not reading, and when attention simply drifted — and from here those look identical. The silence is recorded because it is real; what it means is not claimed. Showing the 10 most-covered of 28; the rest are in the archive.
