Louisiana now has a Psychedelic-Assisted Therapy Initiative sitting inside the Department of Health's Office of Behavioral Health, running clinical research into opioid use disorder, co-occurring substance use disorders and treatment-resistant neurological and mental health conditions — using psilocybin, ibogaine and MDMA.

Read the vote before you read anything else. Thirty-seven to zero in the Senate. NINETY-SEVEN TO NOTHING in the House. Not one legislator in the state of Louisiana stood up to oppose a psychedelic therapy programme. And the funding is the part that should stop you: it draws primarily on Louisiana's opioid settlement fund — roughly $600 million, much of it still unallocated. The money extracted from the companies that built the opioid crisis is now paying for iboga to treat it.

The psychedelic story has left the coasts and it is not coming back. This is not a wellness constituency, it is a public-health emergency response, and that is why it passes unanimously in Louisiana when it would still be a fight in California. If you are modelling where this goes, stop watching Oregon and start watching the Gulf. And note the funding mechanism specifically — opioid settlement money is the largest uncommitted public health pot in America and it has just found a use nobody predicted five years ago.

Louisiana is not an outlier, it is the fourth data point. Texas put $50 million behind FDA-directed ibogaine trials for opioid use disorder, PTSD and traumatic brain injury through a public-private partnership. Mississippi took the Texas template and moved its own legislation through by February. Georgia went a different route entirely — rather than funding trials it told its Medical Board to write the regulatory rules for psychedelic-assisted therapy CLINICS by December 2026, with licensure requirements landing July 1st 2027.

That last one is the tell. Texas and Louisiana are funding research. Georgia is building the licensing regime for the businesses that come after the research.

HB26-1325, signed June 4th, effective August 12th: an ibogaine research pilot of up to five sites inside Colorado's Behavioral Health Administration, plus rulemaking authority to fold ibogaine into the state's existing regulated natural medicine programme. Colorado already had the psilocybin infrastructure. It is now bolting the hardest, most medically demanding molecule in the pharmacopoeia onto a system that already works.

In the space of one summer: Texas commits $50m, Louisiana passes a programme 97 to nothing, Colorado bolts ibogaine onto a live consumer system, Georgia schedules licensure for 2027. The legal machinery is moving at a speed nobody would have predicted.
