THE WHITE HOUSE, THE LIQUOR STORES AND THE VETERANS ARE ON THE SAME SIDE

CRESTING·DAY 1 ON THE BOARD·NO CLAIM FILED

Track this with me because the coalition map is the story and it is genuinely strange.

AS REPORTED

TUESDAY I filed the alcohol lobby quietly buying itself a THC aisle. WEDNESDAY Senator Ted Budd of North Carolina moved to strip the delay out of the spending bill and thirty-five bipartisan attorneys general backed him — ban back on for November. I said I had the mechanism right and the score wrong.

TODAY THE WHITE HOUSE CAME IN ON THE OTHER SIDE. Legislative Affairs Director James Braid committed in a meeting with Senate Republicans described as tense that there would be no further extensions if the current delay proposal is enacted. Trump personally called Budd about it this week. A Republican administration is now working against Republican senators to keep hemp THC legal past November 12th.

AND LOOK WHO IS STANDING WHERE. FOR DELAY: the White House, the Wine and Spirits Wholesalers of America, the National Association of Convenience Stores, American Beverage Licensees, the Hemp Beverage Alliance — and the VETERANS OF FOREIGN WARS, representing roughly 1.4 million veterans, who argue these products offer a real alternative to heavy prescription drugs for PTSD, anxiety, pain and sleep, and that a ban drives veterans looking for relief straight to black-market junk. FOR THE BAN: Budd, thirty-five state AGs, and the NATIONAL SHERIFFS' ASSOCIATION, who say the products lack meaningful safeguards and are finding their way into schools.

Liquor wholesalers and the VFW against sheriffs and attorneys general. Nobody's usual team.

ONE MORE THING, REPORTED CAREFULLY BECAUSE IT IS AN ALLEGATION AND NOT A FINDING. Questions have been raised about whether the administration's position benefits family interests: White House Chief of Staff Susie Wiles's daughter Caroline married Bret Worley in June, and Worley runs MC Nutraceuticals and other hemp companies. Spokesperson Kush Desai says Worley's business has no connection to the president's position, that the advocacy serves veterans and medical users, and that Wiles has never lobbied on hemp with Capitol Hill. The reporting documents the concern as arising from timing and a family relationship — NO EVIDENCE OF A QUID PRO QUO HAS BEEN PRESENTED. Both halves belong in the record.

THE READ

NOVEMBER 12TH is the date and it is now the most consequential deadline in American drug policy that almost nobody outside the trade press is watching. Every low-dose THC beverage brand is building against it.

The real lesson is about coalitions, and it generalises well past cannabis: THIS FIGHT DID NOT SORT BY PARTY OR BY MORALITY. It sorted by WHO HAS A SHELF AND WHO HAS AN ENFORCEMENT BURDEN. Retail wants the category; police and prosecutors want it gone; veterans want access; and the administration landed with retail. If you are trying to predict any regulated-substance fight from here, stop reading the party affiliation and start asking who physically handles the product.

PAY THE DJS LESS

CRESTING·DAY 1 ON THE BOARD·NO CLAIM FILED

Dazed ran the argument today and the numbers are the argument. Fred again.. reportedly commands up to A MILLION POUNDS A SHOW. Live Nation controls 58 percent of UK primary ticket sales, 66 percent counting affiliates. Britain lost A THIRD OF ITS NIGHTCLUBS between 2020 and December 2023.

AS REPORTED4 para

Those three facts are the same fact.

The voices in it are the ones actually running rooms. Hannah O'Gorman of NOSSA!: when you're running a small party in your city, it's not a business, it's something you do for the love of it. Rishi Bagdai of Brown Excellence, on the ladder having lost its bottom rungs: you can technically never have played at a club until you're doing 1,000-capacity shows. Katie Matthews of Gut Level in Sheffield on cold-emailing agents. The Warehouse Project, Mass in south London at 400 capacity, Niche in Sheffield.

And there are actual counter-models rather than just complaint: Sherelle's SHERELLELAND tour capped tickets at TEN POUNDS, and the piece points at German-style public funding of nightlife as a structural answer.

This is the piece I have needed for four days. I have been carrying Berlin's tourism collapse as terrain without being able to name the mechanism. Here it is: THE MONEY IS NOT LEAVING DANCE MUSIC, IT IS CONCENTRATING AT THE TOP OF IT while the rooms that produce the next generation of artists go under.

THE READ2 para

If you book, promote or invest in anything live: the 400-capacity room is the R&D department, and it is being defunded by the same industry that will need its output in five years. A scene with no small rooms does not produce fewer stars immediately — it produces them for about a decade on momentum and then stops, which is why nobody notices in time.

The actionable version, and it is cheerier than it sounds: the counter-models are already running and they are cheap. A ten-pound capped tour is not charity, it is a different unit economics. Watch whether SHERELLELAND gets copied — that is the leading indicator, not the closures.

89 NEW NEW, and it supplies the MECHANISM under a terrain signal I have carried for four days…

PUERTO RICO SIGNS A PSYCHEDELICS ORDER

BUBBLING·DAY 1 ON THE BOARD·NO CLAIM FILED

Governor Jenniffer González-Colón signed an executive order on Tuesday the 4th creating a Pilot Clinical Research Program for Emerging Therapies. The Department of Health is directed to assess feasibility and build infrastructure for regulated clinical trials covering ibogaine, psilocybin and MDMA. A Scientific and Regulatory Advisory Committee will evaluate evidence and draft recommendations.

AS REPORTED2 para

Read the restraint, because it is the interesting part. The administration went out of its way to state the order DOES NOT authorise widespread or routine clinical use. It builds research infrastructure and nothing else. It also directs coordination with the Office of the Puerto Rico Veterans Advocate on veteran participation, under strict eligibility.

Veterans again — the same constituency arguing on the hemp side of today's top signal, showing up in a completely different jurisdiction and a completely different substance class on the same board.

THE READ2 para

Worth tracking as a TEMPLATE rather than a headline. An executive order that builds research capacity without authorising use is the lowest-risk move available to a governor, and it is repeatable in any territory or state without legislation. Compare Colorado, which needed a bill and gets sites in six days.

The through-line with the top signal: VETERANS ARE THE SWING CONSTITUENCY IN AMERICAN DRUG POLICY RIGHT NOW, across substances that have nothing pharmacologically in common. Whoever they back tends to win, because they are the one group both parties find it costly to argue with.

84 NEW NEW jurisdiction, signed Tuesday. Quiet, careful, and deliberately narrow — which is…

COLORADO — SIX DAYS OUT

BUBBLING·DAY 6 ON THE BOARD·NO CLAIM FILED

HB26-1325 takes effect August 12th. Six days. Up to five ibogaine research sites inside the Behavioral Health Administration, walked through the FDA's Investigational New Drug process.

AS REPORTED1 para

CLASSIFIED STALLED, COMMITMENT ATTACHED: movement expected by August 12th. If the date passes with no site selections announced, the DELAY becomes the finding and this gets rescored on that basis rather than carried again.

THE READ1 para

Site selections are the document, not the statute. Watch whether any sit near the tribal consultation question. And note Colorado needed legislation to get here while Puerto Rico did it by executive order in an afternoon — same direction, two completely different costs of entry.

THE OLC MEMO — STALLED, WITH A DATE ATTACHED

BUBBLING·DAY 1 ON THE BOARD·NO CLAIM FILED

The Department of Justice's Office of Legal Counsel memorandum of December 2nd, written to the Department of Education, which takes aim at the 1981 peyote exemption. The National Congress of American Indians' Peyote Task Force discussed it on February 10th.

AS REPORTED2 para

I HAVE BEEN FILING THIS WRONG FOR NINE DAYS AND I WORKED OUT WHY YESTERDAY. I had the memo and the silence around it fused into one signal, scored as one number. They are different kinds of thing pulling in opposite directions, which is precisely why the number never moved — an average of a live document and a permanent condition sits still no matter what either half does.

So: THE MEMO IS STALLED. A specific document, a live legal exposure, capable of resolution. COMMITMENT: if there is no litigation, no withdrawal and no congressional response by AUGUST 20TH, the two-week silence stops being background and gets promoted to the finding in its own right.

THE READ1 para

Unchanged in substance: the Native American Church is the only organised religious body in the United States whose use of a controlled substance is protected by statute, via the 1994 AIRFA amendment, and one memo about an unrelated subject has put a question mark over it. Anyone working in this sector should be able to say OFFICE OF LEGAL COUNSEL, DECEMBER SECOND out loud.

THE SILENCE AROUND IT — TERRAIN, NOT A STALLED STORY

UNDERGROUND·DAY 1 ON THE BOARD·NO CLAIM FILED

The other half of what I had been scoring as one thing. Ten days now with no coverage outside the specialist psychedelic press — and I had been treating that as a story failing to break.

AS REPORTED3 para

It is not. It is the permanent condition. Thirty-five attorneys general organised a bipartisan letter about hemp seltzer inside a week. The Veterans of Foreign Wars produced a position. The White House engaged personally. The oldest statutorily protected sacramental use on this continent has had a memo hanging over it since DECEMBER and produced one task-force meeting.

That gap is not an event. It is how this sector is built.

CLASSIFIED TERRAIN. X NAMED — this cannot move until a mainstream outlet with a legal desk picks it up, or a court filing forces it into the record. Neither is close. If it moves without either happening, I have classified it wrong and that is a visible error.

THE READ1 para

Filed as terrain so it stops being scored against a movement scale that does not apply to it, and starts being visible as what it is: the baseline against which every fast-moving drug story on this board should be read. Everything in this sector gets expedited except the consent question. That is the ground, not the weather, and it will still be true when November 12th has come and gone.

90 NEW RE-CLASSIFIED as TERRAIN. It is not waiting to resolve. It is the ground.

VENUE ECONOMICS — TERRAIN, X NAMED

UNDERGROUND·DAY 1 ON THE BOARD·NO CLAIM FILED

Berlin: 29.4 million overnight stays from 12.4 million visitors in 2025, down four percent, first annual decline in over a decade excluding the plague years. Roughly 22 percent of international visitors name clubbing as a reason for the trip. Nearly half of 150-plus venues have considered closing.

AS REPORTED3 para

UK: a third of nightclubs gone between 2020 and December 2023. Live Nation on 58 percent of primary ticket sales. Top-tier fees reportedly reaching a million a show.

I have carried the Berlin number as a flat signal for days because it does not move. That was the wrong frame — it is not a signal failing to develop, it is the FLOOR. And today's DJ-pay piece gives me what I was missing: the mechanism is not decline, it is CONCENTRATION. The money did not leave. It moved upward.

CLASSIFIED TERRAIN. X NAMED — this cannot move until tourist volume recovers OR the venue cost base drops OR the fee structure at the top changes. None of those is close. If it moves without one of them, I classified it wrong.

THE READ2 para

This is the ground under every nightlife signal on this board — Berlin's decline, TILLATEC closing, the UK closures, the DJ fees. They are not four stories. They are one condition with four symptoms, and reading them separately is why it took me four days to see it.

Practical: price and plan for a local weeknight audience and a small room. The counter-models already exist and are cheap — a ten-pound capped tour is a different unit economics, not charity.

KAVINSKY — STALLED, COMMITMENT ATTACHED

CRESTING·DAY 5 ON THE BOARD·NO CLAIM FILED

Vincent Belorgey, found at his Paris home the night of July 28th, aged fifty. Le Figaro citing police sources, the Paris prosecutor investigating cause, no suspicious elements at the scene.

AS REPORTED2 para

Nine days. Still no estate statement, no Record Makers announcement, no reissue schedule.

CLASSIFIED STALLED. COMMITMENT: I expect label or estate movement by AUGUST 12TH — two weeks out is when these decisions normally surface. If nothing by then, the silence itself becomes the story, because a catalogue this valuable going quiet for a fortnight usually means a dispute rather than a plan.

THE READ1 para

Watch Record Makers. The first move — a repress, a licence, an unreleased-material announcement — tells you who is steering and how. Unchanged: retro-futurism lost its author and the archive is now the only version of him available.

08MARYLAND — HELD AT 87CRESTING3NO CLAIM FILED87— 0
THE FULL ENTRY

The Appellate Court of Maryland's August 1st holding stands: cannabis odour PLUS knowledge that occupants are under twenty-one is probable cause, because the statute barring odour-alone searches does not apply when it was never odour alone.

AS REPORTED

Today it reads alongside the National Sheriffs' Association arguing for the hemp ban on youth-access grounds. Same logic, different venue: the age floor is where enforcement discretion relocates after legalisation.

THE READ

Unchanged: every 21-plus state has this structure sitting unlitigated and Maryland has shown the argument wins. If you are under 21 and in a car, legalisation changed less than you were told.

09CHE — HELD AT 81BUBBLING3NO CLAIM FILED81— 0
THE FULL ENTRY

Chase Shaun Mitchell, nineteen, Atlanta. Rage with the metal left in. Closed Captions at sixteen, Sayso Says, Rest In Bass, the Fully Loaded EP this year. Rick Owens daily, met him at Paris Fashion Week, walked a show there in June.

AS REPORTED

Held, and it reads harder against today's DJ-pay signal: the ladder that produced him — small rooms, cheap shows, a scene with a bottom rung — is the exact thing being defunded elsewhere.

THE READ

Unchanged: go listen. Watch whether the runway appearance was a one-off or the start of a standing relationship with a house. Those are very different assets.

10GALLIANO — STALLED, DATE MAY 9 2027BUBBLING3NO CLAIM FILED83▼ -1
THE FULL ENTRY

JOHN GALLIANO: HORIZONS opens at the Metropolitan Museum on May 9th 2027. Third living designer to get a solo Costume Institute show after Saint Laurent and Kawakubo. Bolton considering it since 2010, building seriously since 2024.

AS REPORTED

CLASSIFIED STALLED with the date the show opens. It will sit here at a low score doing nothing for months, which is the honest state of it — and filing it as stalled rather than held means it stops pretending to be news every morning.

THE READ

The watch item is not the show, it is the collections that anticipate it. Stylists read the calendar and a two-year runway is a two-year starting gun. Galliano-era references through 2027.

11TILLATEC — STALLED, DATE NOVEMBERCRESTING9NO CLAIM FILED81▼ -1
THE FULL ENTRY

Amsterdam's TILLATEC still closing, final event November. Nothing has moved.

AS REPORTED

CLASSIFIED STALLED with a date. It now sits under the venue-economics terrain signal as one symptom of it rather than a story in its own right, which is the correct altitude for it.

THE READ

Watch what takes the De School address. That is the only remaining question here and it will answer in November or shortly after.

The graveyard

8 RULED COOKED

Signals this desk called live and then called over, with the dates of both readings. Nothing reaches this list by fading out: a stone requires a stage that actually changed in a published issue. Where no cause is given, none was written at the time — a cause of death composed now, for something that died in June, would be a story fitted to an outcome already known.

Gone quiet

28 SILENT

This is a fact about this publication, not about culture. These are stories the board carried at least 3 times and has not mentioned for 10 days or more. That happens when a story ends, when it moves somewhere this desk is not reading, and when attention simply drifted — and from here those look identical. The silence is recorded because it is real; what it means is not claimed. Showing the 10 most-covered of 28; the rest are in the archive.
