TUESDAY I filed the alcohol lobby quietly buying itself a THC aisle. WEDNESDAY Senator Ted Budd of North Carolina moved to strip the delay out of the spending bill and thirty-five bipartisan attorneys general backed him — ban back on for November. I said I had the mechanism right and the score wrong.

TODAY THE WHITE HOUSE CAME IN ON THE OTHER SIDE. Legislative Affairs Director James Braid committed in a meeting with Senate Republicans described as tense that there would be no further extensions if the current delay proposal is enacted. Trump personally called Budd about it this week. A Republican administration is now working against Republican senators to keep hemp THC legal past November 12th.

AND LOOK WHO IS STANDING WHERE. FOR DELAY: the White House, the Wine and Spirits Wholesalers of America, the National Association of Convenience Stores, American Beverage Licensees, the Hemp Beverage Alliance — and the VETERANS OF FOREIGN WARS, representing roughly 1.4 million veterans, who argue these products offer a real alternative to heavy prescription drugs for PTSD, anxiety, pain and sleep, and that a ban drives veterans looking for relief straight to black-market junk. FOR THE BAN: Budd, thirty-five state AGs, and the NATIONAL SHERIFFS' ASSOCIATION, who say the products lack meaningful safeguards and are finding their way into schools.

Liquor wholesalers and the VFW against sheriffs and attorneys general. Nobody's usual team.

ONE MORE THING, REPORTED CAREFULLY BECAUSE IT IS AN ALLEGATION AND NOT A FINDING. Questions have been raised about whether the administration's position benefits family interests: White House Chief of Staff Susie Wiles's daughter Caroline married Bret Worley in June, and Worley runs MC Nutraceuticals and other hemp companies. Spokesperson Kush Desai says Worley's business has no connection to the president's position, that the advocacy serves veterans and medical users, and that Wiles has never lobbied on hemp with Capitol Hill. The reporting documents the concern as arising from timing and a family relationship — NO EVIDENCE OF A QUID PRO QUO HAS BEEN PRESENTED. Both halves belong in the record.

NOVEMBER 12TH is the date and it is now the most consequential deadline in American drug policy that almost nobody outside the trade press is watching. Every low-dose THC beverage brand is building against it.

The real lesson is about coalitions, and it generalises well past cannabis: THIS FIGHT DID NOT SORT BY PARTY OR BY MORALITY. It sorted by WHO HAS A SHELF AND WHO HAS AN ENFORCEMENT BURDEN. Retail wants the category; police and prosecutors want it gone; veterans want access; and the administration landed with retail. If you are trying to predict any regulated-substance fight from here, stop reading the party affiliation and start asking who physically handles the product.

The voices in it are the ones actually running rooms. Hannah O'Gorman of NOSSA!: when you're running a small party in your city, it's not a business, it's something you do for the love of it. Rishi Bagdai of Brown Excellence, on the ladder having lost its bottom rungs: you can technically never have played at a club until you're doing 1,000-capacity shows. Katie Matthews of Gut Level in Sheffield on cold-emailing agents. The Warehouse Project, Mass in south London at 400 capacity, Niche in Sheffield.

And there are actual counter-models rather than just complaint: Sherelle's SHERELLELAND tour capped tickets at TEN POUNDS, and the piece points at German-style public funding of nightlife as a structural answer.

This is the piece I have needed for four days. I have been carrying Berlin's tourism collapse as terrain without being able to name the mechanism. Here it is: THE MONEY IS NOT LEAVING DANCE MUSIC, IT IS CONCENTRATING AT THE TOP OF IT while the rooms that produce the next generation of artists go under.

If you book, promote or invest in anything live: the 400-capacity room is the R&D department, and it is being defunded by the same industry that will need its output in five years. A scene with no small rooms does not produce fewer stars immediately — it produces them for about a decade on momentum and then stops, which is why nobody notices in time.

The actionable version, and it is cheerier than it sounds: the counter-models are already running and they are cheap. A ten-pound capped tour is not charity, it is a different unit economics. Watch whether SHERELLELAND gets copied — that is the leading indicator, not the closures.

Governor Jenniffer González-Colón signed an executive order on Tuesday the 4th creating a Pilot Clinical Research Program for Emerging Therapies. The Department of Health is directed to assess feasibility and build infrastructure for regulated clinical trials covering ibogaine, psilocybin and MDMA. A Scientific and Regulatory Advisory Committee will evaluate evidence and draft recommendations.

Read the restraint, because it is the interesting part. The administration went out of its way to state the order DOES NOT authorise widespread or routine clinical use. It builds research infrastructure and nothing else. It also directs coordination with the Office of the Puerto Rico Veterans Advocate on veteran participation, under strict eligibility.

Veterans again — the same constituency arguing on the hemp side of today's top signal, showing up in a completely different jurisdiction and a completely different substance class on the same board.

THE READ

Worth tracking as a TEMPLATE rather than a headline. An executive order that builds research capacity without authorising use is the lowest-risk move available to a governor, and it is repeatable in any territory or state without legislation. Compare Colorado, which needed a bill and gets sites in six days.

The through-line with the top signal: VETERANS ARE THE SWING CONSTITUENCY IN AMERICAN DRUG POLICY RIGHT NOW, across substances that have nothing pharmacologically in common. Whoever they back tends to win, because they are the one group both parties find it costly to argue with.

The other half of what I had been scoring as one thing. Ten days now with no coverage outside the specialist psychedelic press — and I had been treating that as a story failing to break.

It is not. It is the permanent condition. Thirty-five attorneys general organised a bipartisan letter about hemp seltzer inside a week. The Veterans of Foreign Wars produced a position. The White House engaged personally. The oldest statutorily protected sacramental use on this continent has had a memo hanging over it since DECEMBER and produced one task-force meeting.

That gap is not an event. It is how this sector is built.

I have carried the Berlin number as a flat signal for days because it does not move. That was the wrong frame — it is not a signal failing to develop, it is the FLOOR. And today's DJ-pay piece gives me what I was missing: the mechanism is not decline, it is CONCENTRATION. The money did not leave. It moved upward.
